The Education (Welfare) Act provides guidelines for attendance in the period of compulsory education and the rights and responsibilities of parents in relation to the education system. A National Educational Welfare Board has been established

It has responsibility for ensuring the educational welfare of young people under 16 years of age whether they are enrolled in a school or placed in another establishment.
